Creative FLIP is launching the Ambassadors of Good Practice Programme, enabling exchange on how local communities are revitalised through arts and culture. This Peer Learning fosters exchange opportunities for the Cultural and Creative Sectors and Industries (CCSI)and local/regional authorities in non-urban areas.

How can culture and creativity drive transformation in non-urban communities?
Have you led cultural and creative initiatives that revitalised your local community?
Could your work inspire and guide others in shaping vibrant non-urban communities?

Through the Ambassadors of Good Practice Programme, Creative FLIP is supporting 10 peer-learning initiatives designed to identify, showcase, and exchange exemplary practices on how local communities in non-urban and peripheral areas are revitalised through arts and culture. This 5-day exchange and learning programme will bring together selected host organisations with visiting stakeholders to foster knowledge sharing, inspiration, and collaboration.

In a first step, we are looking for 10 Host Organisations from the Cultural and Creative Sectors and Industries (CCSI) or local/regional authorities to serve as Ambassadors of Good Practice, showcasing successful cultural and creative regeneration initiatives in non-urban areas. 

After the selected hosts are confirmed, their profiles will be published on our website, enabling potential visitors to choose a host that aligns with their needs and interests. A second Open Call will then invite visitors with similar aspirations from eligible countries to apply, who will be matched with the selected hosts for the exchange program.

Eligible Host organisations are:

  • Public, private, for-profit or non-profit organisations active in the Cultural and Creative Sectors and Industries (CCSI) 
  • Local/regional authorities

The Host organisations need to:

  • Have a track record of successfully implemented innovative and inspiring local regeneration practices through culture & creativity
  • Located outside of urban areas
  • Based in one of the 40 Creative Europe countries:

Albania, Austria, Armenia, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Kosovo, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden and Tunisia and Ukraine.

The Ambassadors of Good Practice program aims to:

Highlight and promote successful cultural and creative regeneration initiatives in non-urban areas.

Inspire and support new initiatives by sharing best practices and innovative approaches to revitalisation.

Increase the visibility of cultural-led regeneration efforts and their impact on non-urban communities

Enhance Peer Learning and Exchange: Enable knowledge sharing and peer-to-peer learning between organisations working in local regeneration through arts and culture during a 5-day peer learning programme.

Culture and creativity are crucial for the revitalisation of non-urban areas, driving regeneration and transformation in communities facing depopulation, deindustrialisation, and other challenges. At the same time, they serve as living laboratories for new ways of working and living. With strong community ties, and a deep connection to natural and cultural resources, they offer fertile ground for experimentation in sustainability, social cohesion, and inclusive participation.

The Ambassador of Good Practice programme will focus on the topic of how local communities are revitalised through arts and culture. It will consist of a rich and varied 5-day programme of learning, demonstration, co-creation and networking, including: study visits, workshops/seminars, co-creation/presentation activities, job shadowing, skills exchange and/or networking with local stakeholders.

Creative FLIP believes that non-urban areas are vibrant spaces of creativity, resilience, and innovation, rich in cultural vibrancy, sustainable practices, and strong communities. These areas foster arts and socio-cultural initiatives that not only preserve heritage but also reimagine the future through creativity, collaboration, and community engagement.  The goal of this Peer Learning programme, therefore, is to identify and showcase exemplary practices and allow stakeholders with similar aspirations to learn and exchange on these practices and experiences. 


The Host will benefit from the following:

  • Financial support of maximum 1.000 EUR (net)

The full budget for the design and implementation of the peer learning program will be provided as a lump sum and paid in two instalments. Payment will be made based on a cooperation agreement between the selected hosts and the Creative FLIP project. This budget is intended to cover the facilitation of hosting and other related expenses during the visit.

  • Showcase your work as an exemplary practice in cultural-led local regeneration of non-urban areas
  • Promotion of your work on social media, with the European Commission and other relevant stakeholders
  • Becoming part of the Creative FLIP community, networking with other stakeholders across Europe and neighbouring countries
  • Inclusion of best practice cases on Creatives Unite platform, drafted by the Creative FLIP Project Team

Please note: A matching financial support of max. 1000€ (net) will be provided for the visitor. Furthermore, travel and subsistence costs for the visitor are covered. Further information will be provided as part of the second Open Call in June 2025.


The Host (Ambassador of Good Practice) shall organise an in-person peer learning programme, offering a diverse range of activities, for example but not limited to:

  • Study visits to cultural regeneration sites
  • Workshops and seminars on best practices and challenges
  • Co-creation sessions and presentations with local communities
  • Job shadowing and skills exchange with expert practitioners
  • Networking opportunities with key stakeholders in the region

These activities shall be based on existing projects, initiatives, programmes run by the host.

Other requirements:
  • Demonstrate solid knowledge in cultural and creative-led local regeneration
  • Document the peer exchange in form of videos, high-quality photos and social media posts
  • Submit a short final report on the implementation of their project, incl. pictures
  • Implement the peer learning programme between October 2025 and March 2026

Please note: After the selected hosts are confirmed, their profiles will be published on our website, enabling potential visitors to choose a host that aligns with their needs and interests. A second Open Call will then invite visitors with similar aspirations from eligible countries to apply, who will be matched with the selected hosts for the exchange programme. The Host and Visitor need to be located in different countries (among the 40 Creative Europe countries).




Applications will be evaluated by a panel consisting of three evaluators: two drawn from the Creative FLIP project consortium and an evaluator external to the project consortium. 

The evaluation will be based on:

  • Innovativeness and impact of the applicants’ local regeneration practice
  • Motivation for participation in the programme and ideas for the peer exchange
  • Involvement of the local authority
  • Quality of the proposed program (clarity of objectives, combination of activities)
  • Knowledge in cultural and creative-led local regeneration

Extra consideration will be given to applications from remote areas and that involve sustainable practices.

Furthermore, the diversity of participating hosts and geographical balance will be taken into consideration.

How do we understand non-urban and peripheral areas?

For the purposes of the Ambassadors of Good Practice programme, non-urban areas are defined by the urban-rural typology of Eurostat:

  • Intermediate Regions (Towns & Suburbs): Regions with a population between 5,000 and 50,000 and moderate population density.
  • Predominantly Rural Regions: Regions with fewer than 5,000 inhabitants and low population density.
  • Peripheral and Remote Regions: Regions facing geographical, demographic, or economic challenges, such as depopulation, remoteness, or post-industrial decline.

Large urban centres (cities with over 50,000 inhabitants) are not eligible.

How many visitors will I host?

One visitor. Each Host will be matched with One Visitor. 

Can I apply as a host with a pre-selected visitor?

No, during a second open call, we will invite visitors to apply who will then be matched with a host.

I am an individual. Can I apply?

No, cooperation agreements cannot be signed with a natural person, but with an established organisations and structures with legal personality.

Do I need to have confirmed exchange dates when I apply?

No, you can suggest preliminary dates and confirm them once your project is selected.

Can the visit and exchange duration exceed five days?

The project budget covers a 5-day stay. After that, you may extend your stay at your own expense.
