Policy Paper: “From Reaction to Action – Collaborative Transformation Policies in Culture and Beyond for Future-Oriented Policy-Making and Action”

Our latest publication aspires to activate policy-makers and stakeholders on all governance levels to update cultural policy frameworks by the means of new types of cross-sectoral cooperation, and based on the understanding that we can all be actors of positive change.

Tuesday, 1st of February 2023 was the official launch date for this publication, with a launch event organised by Creative FLIP Project at the premises of the Goethe-Institut Brussels.

After a formal welcome by Dubravka Jurisic (FLIP Project Manager), Elke Kaschl-Mohni (Regional Director of the Goethe-Institut), Dr Carola Lentz (President of the Goethe-Institut) and Barbara Stacher (European Commission, DG EAC) the presentation was led by Sylvia Amann, Creative FLIP Senior Policy Expert and author of this publication. The launch event continued with the moderation of Isabelle de Voldere (IDEA Consult) leading a panel discussion with David Ek (Chair of the Cultural Affairs Committee of the Council of the EU), Hannes Heide (Member of European Parliament), Christos Giovanopoulos (Project Manager of Cultural H.ID.RA.N.T. project, Municipality of Halandri) and Sylvia Amann.

This policy paper provides insights into major future transformation scenarios and their impact on the CCS and cultural policy. It identifies different elements of policy-making with potential to improve the quality of interventions and actions. The proposed collaborative eco-system includes governance, organisations and individuals. Implications of this new approach are highlighted using the example of interlinked water and cultural policies. Further examples of policies and practices will encourage actors of change to engage in collaborative policies of transformation.
